Senate Republicans have blocked confirmation of a director unless they get structural changes to the bureau, formed as part of the Dodd-Frank reform law passed last year. President Obama filled the post in early January with a "recess appointment." Our conversation will focus on the merits of the agency, not on the controversial recess appointment process.
